17-013 - 2R. An ordinance finding, determining and declaring the necessity of acquiring general utility easements and temporary construction and grading easements for the Stone at Liberty Storm Drainage Improvement Project (No. 70131402); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.
It is the recommendation of the Public Works Department that this ordinance be approved.
This project will make storm drainage improvements along W. Stone Street from S. Main Street to the west of S. Osage Street. Improvements will include 15 new curb inlets, four new field inlets, four new manholes or junction boxes, approximately 1,000 feet of new storm water pipe, and 300 feet of new sanitary sewer pipe as well as repairs to curbing and the roadway.
This project is being built with Storm Water Sales Tax funds. Approval for the allocation of funds for the design and construction of the project were approved as a part of the annual operating and capital budgets for July 1, 2015 to June 30, 2016 (Ordinance 18453). The purchase order for design services with Renaissance Infrastructure Consulting was approved as a consent agenda item at the January 19, 2016 meeting.
The goal of this project is to alleviate roadway and residential property flooding issues that are occurring within the project limits. These issues are caused by undersized storm water facilities on the downstream end of the project.
Acquisition costs will not exceed the allocated funds for this project.
