17-011 - 2R. An ordinance finding, determining and declaring the necessity of acquiring general utility easements and temporary construction and grading easements for the Drumm and Crane Storm Drainage Improvements Project (No. 70131504); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.
It is the recommendation of the Public Works Department that this ordinance be approved.
This project will make improvements south along Drumm Road between E. 35th Street S. and E. 38th Street S., and along E. 38th Street S. between Crane Street and Drumm Road. Improvements will include five new curb inlets, three new manholes, approximately 440 feet of new storm water pipe, and over 1,200 feet of new perforated HDPE subdrain pipe as well as curb and road repairs.
This project is being built with Storm Water Sales Tax funds. The approval for the design consultant, Renaissance Infrastructure Consulting, was approved as a consent agenda item at the December 21, 2015 meeting, and funds were allocated for construction as part of the annual operating and capital budget approval for July 1, 2016 to June 30, 2017 (Ordinance 18596).
This project was initiated by a neighborhood petition from residents along the project limits. Several natural springs in the area were causing constant water flows onto the road surface which led to slick spots from algae growth in the spring and summer, and caused ice to form in the winter. The subdrains being installed on this project will help collect and prevent water from reaching the road surface, and the inlets and new storm water pipe on the south end of the project will prevent standing water from remaining on the road surface.
The acquisition costs for this project will not exceed budgeted amounts.
