An ordinance authorizing the City Manager to sign and execute a contract with Shafer, Kline & Warren, Inc. for engineering services for the Noland and Fair Intersection Improvements Project (No. 70111305) for an amount not to exceed $68,788.80, authorizing the City Manager to approve minor change orders for an amount not to exceed $6,878.00 and/or time extensions, and increasing project appropriations.
Approval of the ordinance is recommended.
This ordinance would approve an engineering services contract with Shafer, Kline & Warren, Inc. for the Noland and Fair Intersection Improvements project. The contract cost would be $68,788.80. This project will replace traffic signals at the intersection. It will also add pedestrian push-button signals, make sidewalk ramp improvements, adjust pavement markings to improve sight distances, and improve two transit stops.
The Noland and Fair Intersection Improvements project will replace the traffic signals at the intersection. The project will add pedestrian push-button signals, make sidewalk ramp improvements, improve two transit stops next to the intersection, and make pavement marking changes to improve sight distances. It is a Street Sales Tax-funded project. The City competed for federal funding on the project and has an agreement to receive $400,000.00 in project federal funding. This is from the federal Congestion Mitigation and Air Quality (CMAQ) Program. This program is unique in that federal funds may be used for project engineering. A consultant selection process using the MoDOT qualification based selection project was followed. Shafer, Kline & Warren, Inc. is the recommended engineer. The MoDOT Standard Professional Services Contract would be used. The Engineering Services Contract amount would be $68,788.80. The ordinance would authorize administrative approval of change orders not to exceed $6,878.00 and/or time extensions. The ordinance would increase the project appropriations by $400,000.00 from the federal CMAQ funding. There are existing Street Sales Tax project appropriations. The federal funding may be up to 80 percent of the project costs with the local matching funds being from the Street Sales Tax funds.
This ordinance would appropriate $400,000.00 in federal Congestion Mitigation and Air Quality (CMAQ) funds for the Noland and Fair Intersection Improvements Project (No. 70111305). It also obligates $68,788.80 in project funds for an Engineering Services Contract.
