17-008 - 2R. An ordinance authorizing Change Order No. 1 to the contract with Wiedenmann Construction for the 18th and Evanston Sanitary Sewer and Water Line Improvements Project (No. 70301301) for an amount not to exceed $190,800.00; and making the necessary appropriations.
It is the recommendation of the Public Works and Water Pollution Control Departments that the proposed ordinance be approved.
This ordinance would allow changes to the current construction contract with Wiedenmann Construction for the 18th and Evanston Sanitary Sewer and Water Line Improvements Project. The original contract amount approved by the City Council in Ordinance 18674, passed on November 7, 2016 was $992,000.00. This project provides improved sanitary sewer service and water lines in the vicinity of the 18th and Evanston area. A discovery was made that a portion of the sanitary sewer to be constructed needed to be at a deeper elevation than originally called for in the plans. The cost to construct the sewer at a deeper elevation is more costly than what the contractor bid for the awarded contract due to the deeper excavations required and more complexities related to the deeper excavations.
The 18th and Evanston Sanitary Sewer and Water Line Improvements Project (No. 70301301) was designed to address substandard sanitary sewer facilities and water lines in the area between 18th Street and 16th Street on Arlington Avenue, Evanston Avenue and Overton Avenue. The contract provides for the installation of new sanitary sewer pipe and manholes, re-routing of sewer laterals from back yards to front of houses, installation of new water mains and re-routing of water service lines from back yards to front of houses.
Ordinance No. 18674 awarded the contract to Wiedenmann Construction and also authorized the City Manager to approve administrative change orders not to exceed $99,200.00 and/or time adjustments. The necessary changes to the project that would allow for the sewer to be constructed at a deeper elevation is expected to cost up to $290,000.00 more than the approved contract amount. The discrepancy in the elevations was not discovered until after the contract was awarded and the contractor had begun construction on the project. In order to avoid any delays to the project that may cost the City more than the estimated $290,000.00, staff is recommending the approval of this change order while the City negotiates with the contractor to determine the actual scope and amount of the work necessary to accomplish the original intent of the project.
This ordinance is appropriating an additional $164,000.00 from the Collection System Capacity Improvement Project (Project No. 70301004) for the 18th and Evanston Sanitary Sewer and Water Line Improvements Project (No. 70301301) to cover the costs for the necessary changes on this project.
