16-122 - 2R. An ordinance authorizing the City Manager to enter into a Memorandum of Understanding (MOU) with Jackson County, Missouri to develop and administer a program for monitoring the prescribing and dispensing of Schedule II, III, and IV controlled substances by professionals licensed to prescribe or dispense such substances within the City of Independence (except veterinarians licensed under Chapter 340); establishing penalties for violations thereof; authorizing health department officials to work with officials in Jackson County, which has passed Ordinance No. 4912, known as “Prescription Drug Monitoring Program”.
Staff recommends authorizing a Memorandum of Understanding with Jackson County to allow application of the PDMP within the City Limits of the City of Independence.
There is an epidemic of dangerous addictions to drugs, including prescription drugs, particularly opioids, in our metropolitan area, and a prescription drug monitoring program (PDMP) would be a vital tool to aid in the improvement of public health.
Missouri is the only state without a comprehensive statewide program that requires pharmacies to monitor the prescribing and dispensing of controlled substances. Jackson County recently passed Ordinance #4912 to implement a PDMP for the County and requires approval from the City for the application of the PDMP within the city limits. This MOU and the consent to implement the PDMP within the City is effective with the January 1, 2017 inception of the program and runs through December 31, 2017, unless terminated sooner as set out herein. This agreement may be renewed by the mutual consent of the parties, or replaced by a new agreement.
Jackson County will administer and provide funding for the first year of the PDMP.
