IPL Production Update & Discussion of Next Steps
The purpose of this presentation is to provide an update on IPL Production, focusing on the status of the Blue Valley Power Plant and the 6 combustion turbines. It will also identify next steps and provide an overview of upcoming decision points for future Council action.
In November 2017, the City Council approved a contract with Burns & McDonnell for an Energy Master Plan. That study confirmed that the City should explore less costly options for SPP-required capacity than the Blue Valley plant, which is nearing the end of its useful life. This led to Council approval in May, 2019 of a 10 year capacity contract with Oneta. As the City awaits SPP approval for the capacity source change, it makes sense to consider next steps, which would include fixing a time for plant closure, implementing a Transition Plan for impacted employees, and considering options for repurposing the facility. It is also an opportune time to consider next steps related to the City's aging combustion turbines, which also provide a considerable amount of SPP-required capacity.
