Council action is recommended authorizing the City Manager to enter into an Amended Lease Agreement with the Independence Chamber of Commerce for use by Tourism Division staff in order to provide one central location for Tourism operations.
The Parks/Recreation/Tourism Department recommends approval.
This action will authorize the City Manager to enter into an amended lease agreement with the Independence Chamber of Commerce for the rental of space to house the Tourism Division to include Administration and Sales & Services staff. This amended Lease Agreement replaces a previous Lease Agreement approved by City Council in August 2018.
In August 2018, a satellite location for the Visitor Experience Center (Welcome Center) opened at the Independence Chamber of Commerce building along with one office space. Since moving the Welcome Center to the Chamber of Commerce building additional exterior signage has been added allowing visitors a clearly identifiable and easily accessible location.
The proposed lease agreement adds a total of four office spaces, a portion of the lobby area and a storage closet for Tourism use. The addition of the Administrative offices and Sales & Services in the Chamber of Commerce building will further the Department’s mission to promote and expand tourism in Independence with one central location. Furthermore, the approval of this lease agreement will fulfill the City’s commitment made to the voters after the passage of the 2002 Transient Guest Tax ballot measure by greatly enhancing the City’s ability to interact with visitors in a prominent, clearly identifiable, and easily accessible location.
The commencement of the amended lease agreement is currently anticipated to occur on, or after, July 15, 2019 and will automatically renew unless the Independence Chamber of Commerce receives written notice of intent from City of Independence to terminate the Amended Lease Agreement. The monthly rental amount will increase from $600 to $1,500 per month and the agreement provides for an increase or decrease of rent, which shall not be more than 10% per year. The Independence Chamber of Commerce may not increase rent more than once in a calendar year.
The amended lease agreement provides that the City will make monthly lease rental payments to the Independence Chamber of Commerce in the amount of $1,500, which includes all operating expenses related to: common area maintenance, building repairs, utilities, and building insurance. Insurance on contents shall be the responsibility of the City of Independence. Funding will be provided by the Transient Guest Tax.
