Executive Summary:

Staff and representatives from the Stay Well Committee worked together on development of this resolution. The resolution establishes a special committee--the Special Health Insurance Review Committee (SHIRC)--and sets forth the process for the committee to develop recommendations relative coverage options for Medicare eligible plan members. Formation of this committee ensures plan members have an active role in selection of the best plan options.  

This resolution establishes and authorizes a special committee to review and recommend Medicare coverage options for Medicare eligible members of the City's self-insured plan (Stay Well). 


Committee Composition: The Committee will consist of the three members of the Executive Committee of the Stay Well Committee, three City Manager designees, and three retiree plan members  (ex officio).  


Objectives: Develop financially sustainable solutions to the City ongoing budget challenges and mitigate future health care liability. It is anticipated the work of this committee will result in the following recommendations: 1). Transition eligible plan members from the City's current self-insured plan (Stay Well) 2). Identify Medicare plan(s) and enrollment options.   


Timeline: Final recommendations are to be presented in order to meet the City's Open Enrollment period in the Fall of 2019: 

  • October 1, 2019: Recommendations presented to the City Manager
  • October 14, 2019: Recommendations presented to the City Council
