19-036 - 1R.  An agreement between the City and the Missouri Department of Transportation allowing the City to attach illuminated street signs to state-owned traffic signals at the intersections of 23rd Street & Noland Road, I-70 & Noland Road, and 40 Hwy & Noland Road.

Executive Summary:

In partnership with the Noland Road Community Improvement District, the City has requested permission to attach illuminated street signs to MoDOT signal equipment at the intersections of 23rd Street & Noland Road, I-70 & Noland Road, and 40 Hwy & Noland Road. The Noland Road CID is supplying the illuminated signs for installation. The City will own and maintain all illuminated signs on the MoDOT-owned and City-owned signals where they are placed. 

The Noland Road Community Improvement District was formed by approval of the Petition for Formation of the District through the adoption of Ordinance No. 18400 on December 15, 2014.  The District was created to provide reinvestment funds for the redevelopment and revitalization of Noland Road as a business, shopping, dining, office, hospitality destination.  The CID provides resources to encourage continued growth, improved aesthetics and quality redevelopment along Noland Road and wanted to provide a guide and level of expectation for future redevelopment and reinvestment.


The City of Independence and the Noland Road Community Improvement District have been working toward the installation of illuminated street signs along the Noland Road Corridor. In order to install the signs on MoDOT signals, MoDOT requires an Illuminated Street Sign Maintenance and Power Supply Agreement to be approved by ordinance by the City Council and signed by the City Manager. The agreement requires that the power needs for the illuminated signs, in the amount of $1800.00, be paid up front.


This ordinance would allow the City Manager to sign the agreement allowing illuminated signage to be attached to MoDOT signals.

Fiscal Impact:

The power supply needs for the signs over the next 10 years amounts to $1800.00. The Noland Road CID has agreed to pay this amount.
