Agenda Title:

19-505 - 1R. An ordinance approving a Final Plat of Ansley Apartment, 1st Plat, at 19700 E. 39th Place S. in Independence, Jackson County, Missouri; and declaring an emergency.
Recommendations:

Commissioner McClain made a motion to recommend approval of Ansley Apartments, 1st Plat with the conditions listed below:

1.       A sidewalk shall be indicated for the south side of E. 39th Place S. on the Final Plat.

The motion passed with a recommendation for approval to be forwarded to the City Council for consideration.  Staff recommends approval.

Executive Summary:

The Spanos Corporation requests Final Plat approval of Ansley Apartments, 1st Plat, a two-lot subdivision located at 19700 E. 39th Place S.  Lot 2, the smaller of the lots and to be located southwest of the dedicated rights-of-way 39th Place and 40 Street Court, will be 82,234 square feet in area and will remain undeveloped at this time.  Lot 1 will be north of those new rights-of-way and be 515,748 square feet in area.  It will contain the proposed Ansley Apartment project with 280 multiple-family units in five 56-unit buildings. 

Background:

Existing Conditions – This site is largely flat and treeless.  A wooded area flanks on the north.

Access and Street Design – The project involves dedicating two sections of rights-of-way, an extension of E. 39th Place S. curving southeastward and intersecting with an extended E. 40th Street Court S. curving northeastward.  Sidewalks will be provided along the streets as required per Code.

Stormwater Management – As the site is within 160 feet of the Little Blue River, the developer has elected to utilize the available fees in lieu of detention option.  As such, stormwater will flow southeast via underground piping before flowing into the river. 

Historic Buildings and Sites/Archaeological Sites – There are no apparent historic or archaeological issues with this property.

Public Utilities – All pertinent utilities are available either now on-site or off-site to the west and south and will be extended to serve the project.  The Little Blue Valley Sewer District has a transmission main which traverses the site along with a metering station, which is being relocated.
