Agenda Title:

19-030 - 1R. An ordinance approving the 2019-2020 Annual Action Plan for Program Year 45, Annual Action Plan for the CDBG and HOME Programs, authorizing applications to the Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program Year 45 and the Home Investment Partnerships Act (HOME) Program Year 25; authorizing execution of a written agreement and acceptance of CDBG and HOME Program funds under the Housing and Community Development Act of 1974; and making the necessary appropriations.

Staff recommends approval of this item. 
Executive Summary:

The City is anticipating that the Department of Housing and Urban Development will make available $831,763 in Community Development Block Grant (CDBG) Program funds and $473,718 in HOME Program funds to support housing and community service programs during the 2019-2020 fiscal year. Prior year CDBG funds of $59,333 will be re-allocated from closed projects.

This ordinance approves the Independence CDBG and HOME Programs Annual Advisory Committee’s recommendation regarding the projects be funded during the action plan year, authorizes the City Manager to make application to HUD for the available funds and execute a written agreement for the expenditure of these funds, and allows necessary appropriations to be made.

The City of Independence is entering its 45th year as a CDBG Entitlement community designated by the U.S. Department of Housing and Urban Development (HUD); and it's 25th year as a HOME Program Participating Jurisdiction (PJ). As an Entitlement/PJ, the City is eligible to receive a portion of the annual federal allocation to the CDBG and HOME Programs as determined through formula calculation.

Fiscal Impact:

$891,096 in Community Development Block Grant (CDBG) Program funds and $473,718 in HOME Program funds from the U.S. Department of HUD, be appropriated as follows:
