Agenda Title:

Council action is requested to authorize the City Manager to enter into a contract with Honeywell for the purchase and installation of Advanced Metering Infrastructure (AMI)for the Water, Water Pollution Control, and Power & Light Departments.

Executive Summary:

This action would authorize the City Manager to enter into a contract with Honeywell for the purchase and installation of Advanced Metering Infrastructure (AMI) for the Water, Water Pollution Control, and Power & Light Departments.

Background:

On June 1, 2015, the City Council passed Resolution 6013 which directed the City Manager to explore the feasibility of Advanced Metering Infrastructure (AMI) for the Water, Water Pollution Control, and Power & Light departments.  Pursuant to that analysis, a Request for Proposals (RFP) for AMI was issued on April 3, 2017.  The RFP was closed in May, 2017, with seven vendors submitting proposals.  Proposals were evaluated and scored by City staff.  Both City staff and the Public Utility Advisory Board (PUAB) rated Honeywell as second overall and the highest ranked "Mesh System" provider. On August 13, 2018, firms who submitted the five (5) highest rated proposals were provided an opportunity to make presentations directly to the City Council and members of the PUAB. On November 5, 2018, the City Council passed Bill 18-807 authorizing the City Manager to negotiate a contract with Honeywell. The action item before the Council would authorize the City Manager to enter into a contract with Honeywell.



Fiscal Impact:

Honeywell's proposal is $17,391,953 for capital costs and $9,026,891 for Managed Services.  This total does not include the cost of water meters, as the City is exercising the option of purchasing water meters separately. This action item would authorize the City Manager to execute a contract with Honeywell based on these costs plus up to an additional 15% for contingencies. 

 

Note the cost of water meters purchased separately from this contract will be $4,877,070.
