19-021 - 1R. An ordinance authorizing execution of municipal and cost apportionment supplemental Agreement No. 1 with the Missouri Highways and Transportation Commission for the US 24 Highway Bridge Replacement Project; authorizing the City Manager to approve minor amendments to the agreement; and making the necessary appropriations.
Approval of the agreement is recommended.
The intent of this Agreement is to amend the original agreement with the Missouri Highways and Transportation Commission as to the payment amount the City is responsible to cover for the estimated construction costs associated with enhancements on the project. Approval of this ordinance will authorize the City Manager to approve the Municipal and Cost Apportionment Supplemental Agreement #1 with the Missouri Highway and Transportation Commission and make the necessary appropriations.
In November 2018 the City Council passed an ordinance to enter into a Municipal and Cost Apportionment with the Missouri Highway and Transportation Commission that outlined the responsibilities of the Commission and the City with respect to the construction and maintenance of the improvements to the US 24 Highway bridge replacement over Delaware/Truman Drive. The agreement also outlined responsibility with respect to the funding of the improvements. Since that time, the design of the project has been advanced to the point where a more up to date and accurate estimate could be determined for the actual costs the City will be responsible for in order to complete the enhancement portion for the 24 Highway Bridge project. This supplemental agreement will establish the new amount of $300,000 that the City will be responsible for issuing payment to the Missouri Highway and Transportation Commission no later than 14 days prior to the project being put out for bid. The ordinance also authorizes the City Manager to approve change orders up to $30,000. The anticipated bid date for the project is May 16, 2019 which means the payment will be due to the Missouri Highway and Transportation Commission no later than May 2, 2019.
Approval of this ordinance will appropriate $330,000 to be paid from the undesignated fund balance of the Street Sales Tax (Acct. No. 7011-5406) to the Missouri Highway and Transportation Commission.
