Council action is requested to enter into a contract with Graybar for weathered steel poles for the Power & Light Department.
Council action to approve issuance of a contract.
The 69kV transmission line from Substation E (3408 S Northern Blvd.) to Substation F (225 S. Glenwood Ave.) has been budgeted to be upgraded since the purchase of the line from KCPL some 5 years ago. This project is in the capital budget for expenditures through 2021. Transmission studies indicate that under certain scenarios this line is overloaded and a concern. The solution is to upgrade the conductor size to alleviate the overload condition. This line is about 7 miles long and the structures are in less than favorable condition. The added strength and weight of the new conductor along with the issue that the poles are in less that favorable condition results in the need to replace all the structures in the line.
The IPL standard for 69kV construction is weathered steel poles, which are wood equivalent. The construction will be completed with IPL crews over a three-year period. This will reduce labor cost, spread the costs over 3 years and allow for additional training for the IPL crews and supervisory staff.
Council previously authorized the Engineering design with Danford Engineering and the purchase of easements needed for the rebuild. Electrical conductor and static wire have been purchased. The purchase of the poles is the next activity in the process. Construction is set to begin in late September or October when the Power Pool will allow an outage on this line. This project has been in the approved Capital budget and is identified by project #7020-1603-5406-1714.
An Invitation to Bid (ITB) for steel poles was issued on January 18, 2019. The ITB was published on the City’s website through Public Purchase, the City’s e-solicitation system, which notified 59 potential bidders of the solicitation. Twenty-nine companies accessed the bid documents.
Six (6) bids were received in response to this solicitation: Graybar, MD Henry, Rauckman, Lynn Elliott, Trinity Meyer and Midwest Technical Sales. MD Henry, Trinity Meyer and Midwest Technical Sales were deemed non-responsive for not accepting the City’s terms and conditions. Of the three responsive and responsible bidders, Graybar was the lowest by $108,411.80. The Graybar bid was $60,661.79 under the engineering estimate. Their price includes shipping fees. IPL currently has some of the proposed poles in the field and has not had any complaints about their manufacturing or serviceability.
Graybar met all bid requirements and is the lowest, responsive bidder. Therefore, staff recommends awarding a contract to Graybar for weathered steel poles. The bid tab is attached.
