Council action is requested on the application received from Minit Mart, LLC for an Intoxicating Liquor in the Original Package with Sunday Sales License for Minit Mart located at 2561 S. M-291 Hwy.
Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code.

Executive Summary:

The applicant is requesting Council approval to sell intoxicating liquor in the original package direct to the consumer seven days a week at the Minit Mart located at 2561 S. M-291 Hwy.  The applicant has submitted a signed affidavit indicating that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

Background:

Minit Mart has operated this 2,632 square foot convenience store with gas pumps at 2561 S M-291 Hwy for many years.  As part of their operation, Minit Mart holds an Intoxicating Liquor in the Original Package with Sunday Sales License.

 

Minit Mart, dba as TA Operating, LLC, will be transferring convenience store assets and operations to Minit Mart, LLC.  As a result of this sale, Minit Mart will have a change in legal entity name and changes to the officers on record.  The business operation of the convenience store will remain the same, including the sale of packaged alcoholic beverages.  The applicant has submitted a signed affidavit indicating that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code for this license type.

 

There are no hospitals, churches, schools, residentially zoned properties or park property within 300 feet of the proposed premises according to the City’s mapping system.

 

The proposed business is a corporation and has appointed Mr. Kirby Houck as Managing Officer for purposes of this liquor license.  Mr. Houck is not active in other licenses issued by the Missouri Liquor Control.  The background investigation conducted by the Police Department and the Missouri State Highway Patrol on Mr. Houck revealed he meets the requirements of the Alcoholic Beverages code.

Applicable City Departments reviewed the application, and the attached Inspection Report includes their comments.
