The Rock Creek Wastewater Treatment Plant has a Supervisory Control and Data Acquisition (SCADA) system that has been in place for over 20 years. This computerized system assists the plant operators in the maintenance of the plant. The capabilities of this system has reached near the end of its usefulness, which has made it necessary for a replacement system.
The Procurement Division issued Request for Proposal (RFP) 20191264 on September 26, 2018. The RFP was published on the City’s website through Public Purchase, the City’s e-procurement system, which notified 236 potential proposers; 75 accessed the RFP.
The City received two responses to Request for Proposal (RFP) 20191264. Proposals were evaluated by a committee comprised of City personnel. The criteria published in the RFP was used for the evaluation: 1) solution proposed; 2) vendor team experience and qualifications; 3) pricing; 4) level of detail of system solution; and 5) completeness of response.
Micro-Comm submitted the only responsive proposal. The proposal received high scores and came under the estimated FY18-19 budget of $500,000.00. The proposal submitted was $493,274.00.
Approval of this item authorizes the Procurement Manager to issue change orders up to a total of ten (10) percent of the original authorized amount for each order, providing appropriations are available.
