19-700 - A resolution of the City Council of Independence in support of a grant application to conduct a historic building survey.

Executive Summary:

This resolution would reflect the support of the City Council for the submittal of a grant to the State Historic Preservation Office in order to conduct a survey of the Fairmount neighborhood.

The City of Independence has conducted only four historic resources surveys since 1975. This amounts to only a small percentage of the City’s built environment and does not include historically significant neighborhoods and commercial districts such as Fairmount, St. Clair Park, South Main, Benton, and Golden Acres. The Preservation Division wishes to approach the lack of surveys with a series of phased grant projects to be funded using Historic Preservation Funds from the State Historic Preservation Office. The grant funds are intended to cover the cost of a consulting firm to conduct the surveys while systematically documenting the City’s oldest and most significant historic resources. Each survey will provide a detailed history of the area, date of construction of each resource, a brief history of ownership and identification of the architectural style or influence. If awarded, each grant cycle will allow surveys to continuously be conducted over the next several years. The surveys will then be made available online to the public and for all city-wide departments to access. 

Fiscal Impact:

The total grant request of this first phase of the survey project is $18,000. The Historic Preservation Fund grant requires the City to provide at least a 40% match. The match will be met via staff time towards the project and grant administration.
