An ordinance finding, determining and declaring the necessity of acquiring general utility easements and anchor pole easements for the Substation “E” to Substation “F” 69kV Transmission Line Rebuild, Project No. 7020-1603-3406-1714; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.
Approval of the ordinance is recommended.
IPL purchased most of this line from KCPL in 2012 in order for our transmission system to be contiguous and under our control. The line is very old, and most structures are nearing their useful life. In addition, transmission studies point out that this line is a limiting line during certain contingency operations. The rebuild of the line corrects all the issues and requires seven easements.
To comply with the terms of the sale agreement with KCPL, IPL agreed not to replace or rebuild for a period of five years. The contract was executed in 2012 and the line rebuild design was engineered in 2017. IPL will rebuild the line with our own crews rebuilding 1/3 of the line each year beginning in summer of 2019. All of the easements are in the first section adjacent to Substation F. This project is in the IPL Capital Budget and remains on schedule.
The ordinance authorizes the payment of funds necessary to acquire the seven easements within the appropriations authorized for the project.
