Agenda Title:

  1. Council action is requested on the application received from American Multi-Cinema, Inc. for a Place of Entertainment Intoxicating Liquor License for AMC Independence Commons 20 located at 19200 E. 39th St.  This application requires a two-third majority vote for approval due to hospital property being located within three hundred (300) feet of the establishment.

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code. 

Executive Summary:

The applicant is requesting Council approval to sell intoxicating liquor by the drink for consumption on premises seven days a week at the AMC Independence Commons 20.  The applicant has submitted a signed affidavit indicting that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

Background:

According to their application, AMC proposes to remodel their existing facility to include the installation of recliners, interior upgrades, sight and sound upgrades, reserved seating and food and beverage sales, which will include a bar featuring a variety of beer, wine and cocktails that guests, who are at least 21 years of age, can order and take into the auditorium.  Included in the packet are AMC’s alcohol policies.

The proposed premise is within 300 feet of Centerpoint Medical Center so
this application requires a two-third majority vote for approval.  There are no churches, schools, parks or residentially zoned properties within 300 feet of the proposed premise according to the City’s mapping system.  

The proposed business is a corporation and has appointed Mr. Kevin Connor as Managing Officer for purposes of this liquor license.  Mr. Connor is active in other licenses issued by the Missouri Liquor Control.  The background investigation conducted by the Police Department and the Missouri State Highway Patrol on Mr. Connor and the other corporate member, revealed they meet the requirements of the Alcoholic Beverages code.

Applicable City Departments reviewed the application and the attached Inspection Report includes their comments.
