The Water Department needs to replace an existing Bobcat track excavator which is used to excavate water mains, hydrants, valves and other items in our water distribution system for repair, replacement and for the installation of new assets. The existing excavator was purchased in 2008 and has seen an excessive amount of use. The new replacement unit will be a mini-excavator excavator, which will provide a more reliable machine with fewer repairs and lower maintenance costs. Upon purchase of the new mini-excavator, the old track excavator will be put out of service and released to surplus for sale.
The new mini-excavator will be purchased from Foley Company off a contract established through the National Joint Powers Alliance (NJPA) national cooperative contract. The funds for this purchase will come through the Water Departments Mobile Equipment Fund.
Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.
