There are only five oil filled breakers left in the IPL 69 kV system. Three of these are at Substation M. These breakers are no longer made and parts are no longer available. The 69 kV yard at Substation M Serves as a transmission feed for four substations (H, I, J and R). To ensure reliable service these breakers should be changed out with new SF6 breakers. This has been on the project agenda for several years and has been appropriated in the FY 18-19 budget. It is recommended by IPL Engineering and T & D that this project proceed, the first step would be the purchase of three 69 kV SF6 breakers.
The SF6 breakers we used in over 90% of our system are GE DT1-72.5-FK breakers. These breakers were previously made by Areva/ Alstom, but this division has been sold to GE. This is the same breaker, from the same plant as we have always gotten. The Sub and Engineering crews are very familiar with these breakers. These breakers are our standard for 69 kV SF6 breakers. With this in mind we only have one source for these breakers and that is GE.
Approval of this agenda item authorizes the Procurement Manager to issue change orders up to 10% of the approved amount providing that funds are available.
