18-113 - 1R. An ordinance amending Article 12, “Existing Building Code,” of Chapter 4 of the Independence City Code and adopting the 2018 Edition of the International Existing Building Code and making other necessary revisions.
Staff recommends approval.
The 2018 International Existing Building Code (IEBC) is a comprehensive building code that establishes minimum regulations for building systems using prescriptive and performance related provisions. It is founded on broad base principles that make possible the use of new materials and new building designs. The International Existing Building Code is kept up to date through the review of proposed changes submitted by code officials, industry representatives, design professionals, and other interested parties. The building industry builds to the conformance of the International Existing Building Code. This 2018 Edition is fully compatible with all the Internationals Codes, published by the International Code Council. Adoption of this code will adhere to Insurance Services Organization (ISO) requirements.
Updated editions of the IEBC are published on a three (3) year cycle. The City of Independence is currently using the 2012 International Existing Building Code. The 2018 IEBC is the latest version of the code. Staff has met regularly with an informal code advisory panel that included staff members from other municipalities in the region to review and discuss the latest codes for adoption. These regional municipalities are adopting the 2018 IEBC.
