18-114 - 1R. An ordinance amending Chapter 9, “Fire Code,” of the Independence City Code and adopting the 2018 Edition of the International Fire Code and removing the 2012 Edition of the Life Safety Code and making other necessary revisions.
Staff recommends approval.
The 2018 International Fire Code (IFC) is a comprehensive building code that establishes minimum regulations for building systems using prescriptive and performance related provisions. It is founded on broad base principles that make possible the use of new materials and new building designs. The International Fire Code is kept up to date through the review of proposed changes submitted by code officials, industry representatives, design professionals, and other interested parties. The building industry builds to the conformance of the International Fire Code. This 2018 Edition is fully compatible with all the Internationals Codes, published by the International Code Council. Adoption of this code will adhere to Insurance Services Organization (ISO) requirements.
Updated editions of the IFC are published on a three (3) year cycle. The City of Independence is currently using the 2012 International Fire Code. The 2018 IFC is the latest version of the code. Staff has met regularly with an informal code advisory panel that included staff members from other municipalities in the region to review and discuss the latest codes for adoption. These regional municipalities are adopting the 2018 IFC. A majority of the changes are related to moving the firework regulations to Chapter 5 - Business and Occupational Licenses.
