Executive Summary:

This Resolution authorizes the City Manager to negotiate a contract for the purchase and installation of Advanced Metering Infrastructure (AMI) for the Water, Water Pollution Control, and Power & Light Departments with Honeywell, the highest ranked "Mesh" system provider.  The City Manager is also authorized to include an Opt-Out policy for AMI deployment.  

Background:

Over the past three years, the City of Independence has been engaged in the process of selecting a vendor for deployment of Advanced Metering Infrastructure (AMI).  Last August, the City heard presentations from the 5 vendors rated highest by staff after a review of information submitted in May, 2017, in response to the City's Request For Proposals.  Proposals were submitted for both "Point to Point" and "Mesh" systems.  Passage of this Resolution will signal the City Council's intention to authorize the City Manager to negotiate a contract with the highest ranked "Mesh" system provider, Honeywell, based on their Alternate Proposal, which would include the installation, but not the purchase, of water meters.  This will allow the Water Department to purchase water meters through a separate competitive bid process.    


Fiscal Impact:

It is anticipated that deployment of the Honeywell AMI  system, along with separately bid water meters, will result in estimated net savings to City utilities of approximately $36 million over 15 years. The capital cost of the Alternate Proposal from Honeywell is $24,814,573 excluding water meters, and the estimated total capital cost including separately purchased water meters is $30.571.534.
