18-106 - 1R. An ordinance authorizing the annual contract with Mid-America Regional Council for a maximum reimbursement of $59,750.00 in grant funding for the city’s Senior Adult Nutrition Site Program for Fiscal Year 2018-2019; making the necessary appropriations; authorizing future change orders for additional funding and/or time extensions; authorizing certain future appropriations.

Executive Summary:

This grant enables the City's Parks, Recreation and Tourism Department to continue offering its Nutrition Site Program through the Senior Adult Services Division; including participant transportation services and required assessments/reassessments for Home Delivered Meals.

The grant through the Mid-America Regional Council (MARC) helps make possible the City's Nutrition Site Program offered through the Parks, Recreation and Tourism Department's Senior Adult Services Division. The Program is offered to area seniors, 60 years and over, as well as disabled individuals, 18 years and over. Lunches are presently offered at the Palmer Recreation Center, Monday through Friday. Home delivered meals are also available to those individuals that meet program guidelines.


In previous years, the City has applied for and received $25,000 in grant funding annually from MARC for operating expenses associated with salaries for personnel to operate the Nutrition Site. This year, MARC changed their application process and funding tiers for qualifying agencies. In response, Parks/Recreation/Tourism Department staff submitted a Community Center Proposal to MARC for Palmer Center. Following review by the Board of Directors of Mid-America Regional Council, the City was selected to provide Community Center Services at the Urban Gold tier level for $30,000 in grant funding. As the adopted budget for Fiscal Year 2018-19 originally included an appropriation of $25,000 in anticipation of receiving this annual grant funding, the proposed Ordinance would increase appropriations in the amount of $5,000 to match the full grant award of $30,000.

Additionally, transportation services for qualifying participants, which was formerly provided directly by MARC, was delegated to the participating organizations as of July 1, 2018. As part of the City’s proposal and subsequent grant funding award, MARC will reimburse the City the full cost of $5.00 for each one-way passenger trip to transport qualifying participants to and from the Palmer Center, up to a maximum reimbursement of $24,500. Staff anticipates that this will cover the cost of transportation at its current level. As part of this grant funding award, MARC will also reimburse the City up to a maximum of $5,250 for performing required Assessments/Reassessments for Home Delivered Meal recipients.

Fiscal Impact:

Funds for the City's Senior Adult Nutrition Site program will be expensed from account 6022-5100.

Funds for participant transportation and HDM assessments/reassessments will be expensed from account 6050-5240.
