The Public Works Street Maintenance Division is in need of a new mower to accomplish their mowing requirements. The Department has a Ford tractor that is no longer functioning and has not been replaced, leaving the department short on equipment. The sickle mower they currently have is well beyond its life cycle. This existing tractor will be sold on a surplus auction site. The Public Works Garage is having trouble finding parts and has fabricated repairs as best they could. The tractor and boom accessory is flexible, which will allow the Department to mow faster and provide access to mow hillsides and ravines safely, as well as being more durable than the existing sickle mower.
This unit will be purchased from Deere & Company, who has a contract through the national Sourcewell cooperative organization. The contract number is 02185-DAC.
Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.
