The existing media has reached the end of its effective life and requires replacement. The new filter media shall restore the effective filtering capacity of Filter No. 9 to its designed capacity. Filter No. 9 is one of fourteen such filters at the Courtney Bend Water Plant, and they are a vital part of the Water Department’s operation of the facility.
The Procurement Division issued Invitation to Bid (ITB) 20191546 on September 18, 2018. The ITB was published on the City’s website through Public Purchase, the City’s e-bidding provider, which notified 123 potential bidders; 47 accessed the bid.
The City received five bids in response to Invitation to Bid (ITB) 20191546. Upon review by City staff, it was determined the bid submitted by S4 Water Sales & Service, LLC has submitted the lowest and best bid, fully meeting the requirements of the ITB. S4 has extensive experience executing similar projects; and has recently successfully executed a similar project for the Water Department. S4 possesses the necessary capability and capacity to perform this work.
Approval of this item authorizes the Procurement Manager to issue change orders up to a total of ten (10) percent of the original authorized amount for each order, providing appropriations are available.
