Agenda Title:

18-798 - A resolution approving a preliminary plat of Stone Canyon, 2nd Plat, located west of the intersection of S. White Sands Court and S. Stone Canyon Drive, in Independence, Jackson County, Missouri.
Recommendations:

Commissioner McClain made a motion to recommend approval of the Preliminary Plat located west of the intersection of S. White Sand Court and S. Stone Canyon Drive.  A second to the motion was made by Commissioner Preston. The City Planning Commission voted as follows:

The motion passed with a recommendation for approval to be forwarded to the City Council for consideration.  Staff recommends approval of the Preliminary Plat with the following conditions:

1)      Address the lots on the Final Plat in the following manner;

Lot 107 = 4309 S. Stone Canyon Drive

Lot 108 = 4313 S. Stone Canyon Drive

Lot 109 = 4317 S. Stone Canyon Drive

Lot 110 = 4321 S. Stone Canyon Drive

Lot 111 = 4325 S. Stone Canyon Drive

Lot 112 = 4329 S. Stone Canyon Drive

Lot 113 = 4218 S. Stone Canyon Drive

Lot 114 = 4222 S. Stone Canyon Drive

2)      The Final Plat for Stone Canyon - 2nd Plat shall only be considered for approval after a second entrance to Stone Canyon is made available or a development agreement for a schedule of completion for the lots and the required infrastructure is made.

Executive Summary:

D&D Development, LLC requests Preliminary Plat approval for Stone Canyon - 2nd Plat to construct eight single-family residences on eight new lots ranging from 10,400 square feet to 11,900 square feet in area.  This proposal will add lots to the existing 106 lot development, bringing the development up to 114 lots.  Two lots will be added south of Stone Canyon Drive at the western edge of the plat and six lots added on the north side of Stone Canyon Drive at the eastern side of the plat near White Sands Court.  The proposed plat will be created from portions of the existing golf course (owned by Jackson County Land Trust).  Development of the six eastern most lots will require the relocation of a green and golf cart path.

Background:

According to the City Fire Code, developments of one- or two-family dwellings where the number of dwelling units exceeds 100 should be provided with separate and approved fire apparatus access roads.  Currently, there is only one access into this development.  According to the developer, the City has issued permits on 100 lots in this development, and a survey by Staff confirms that at least 99 lots have, in the very least, began development.  The Final Plat for this second plat will not be brought before the Planning Commission until the second condition of the Preliminary Plat is met.
