18-507 - 1R. An ordinance appropriating $450,000.00 in the City’s Event Center Fund from the Events Center Community Improvement District for capital outlay expenditures at Silverstein Eye Centers Arena. Appropriation ordinances may receive two readings and be voted on at the same meeting.
Staff recommends approval of this Ordinance.
This ordinance would appropriate $450,000.00 in the City’s Event Center Fund from the Events Center Community Improvement District (CID) in order to purchase phase I of the video board upgrades for the Silverstein Eye Centers Arena.
The Board of Directors of The Events Center Community Improvement (CID) met on May 23, 2018, and approved an amended Fiscal Year 2018 operating budget as well as the Fiscal Year 2019 operating budget. These approved budgets included a combined total of $1,049,000.00 for capital outlay expenditures to be made at the Silverstein Eye Centers Arena facility. The City Council approved an appropriation ordinance for these capital outlay expenditures on August 6, 2018.
The Board of Directors of the CID met on September 21, 2018 and approved an amendment to the Fiscal Year 2019 operating budget which increased capital outlay expenditures by $450,000.00 in order to fast-track phase I of the video board upgrades at the Arena. The video boards are ten years old and an emergency repair had to be made recently in order to keep the video boards working. It is anticipated that phase II of the video board upgrades will be included in the Fiscal Year 2020 CID budget.
This ordinance would make an appropriation allowing for the use of these funds for phase I of the video board upgrades which was approved by the CID Board. As expenditures for capital improvements cannot be made directly from the CID fund, approval of this Ordinance would allow City staff to proceed with entering requisitions for said improvements. Oversight and management of the approved capital improvement projects will be performed by both CID Board Members and City staff.
Contracts cannot be approved for the capital outlay expenditures until appropriations are authorized. In order to have the video boards manufactured and installed in the available window of time between scheduled events in late December, the manufacturer must receive approval immediately. The next window would not take place until spring, after the hockey and soccer seasons, and the concert and family shows are over.
