The tennis courts at Santa Fe Park are in poor condition and in need of repair. Approval of this item would enable resurfacing of the south six courts to provide a smooth playing surface. Repairs will be made by routing all cracks and applying geotextile crack repair with court patch binder. Geotextile is a permeable fabric which, when used in association with soil, has the ability to separate, filter, reinforce, protect, or drain. Twelve-inch, twenty-inch, and forty-inch widths of geotextile fabric will be applied over the crack repairs with applied multiple coats of acrylic resurfacer. Each court will have one coat of acrylic resurfacer and three coats of the fortified resurfacing product Plexipave applied. New playing lines will be applied per United States Tennis Association (USTA) standards.
McConnell & Associates will provide the products under specifications, terms, and conditions of a cooperative contract from The Interlocal Purchasing System (TIPS) that was competitively bid. Section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process. Staff recommends award to McConnell & Associates.
