Executive Summary:

The requested Council action would approve an engineering services contract with Brungardt Honomichl & Co. for the College Street Improvements Project (No 701110805).  The project will design new sidewalk, curb and gutter, street pavement and stormwater facilities; relocate existing sanitary sewer and water lines to accommodate the improvements and the under grounding of the electric lines and other aerial utility lines along the corridor from Frederick to Lakeview.  The project will also include the design of improvements to existing sidewalk, curb & gutter and street pavement of College Street and any utility adjustments or relocation necessary for the improvements along the corridor from Lakeview to Noland. The engineering services contract cost would be $181,350.00.
Background:

The City Council directed City staff to plan for and perform construction improvements along College Street be made from Frederick to Noland Road as part of the FY 2018-19 Budget to be funded from CDBG funds.  Included in those improvements will be new sidewalk, new curb & gutter and new pavement along with stormwater facility improvements, sanitary sewer relocation, water line relocation and the under grounding of the aerial electric lines along with other aerial utility lines on College Street from Frederick to Lakeview as part of a first phase for construction.  This contract also includes designing for the improvements to the existing sidewalk, curb & gutter and street pavement along with any necessary utility improvements or adjustments along College Street from Lakeview to Noland Road which would be done as a second phase of construction at a later date.  Brungardt Honomichl & Co. was previously awarded a project development contract to begin the surveying, data collection and initial project development for this project on August 2, 2018 and is ready to move into the next step of the project for full design. The result of the approval of this contract will be plans, specification and all necessary documents needed to bid the project out for construction. These design services will be funded through the Street Sales Tax fund from previous appropriations.


Fiscal Impact:

The approval of this engineering contract will obligate $181,350.00 of Street Sales Tax funds for the College Street Improvements Project (No 701110805).
