The Police Department needs to equip 20 new patrol cars with new mobile data terminals and new L3 in-car video camera systems. The older cameras have reached the end of their life and components are no longer supported for repair or replacement by the manufacturer.
L-3 Mobile-Vision, Inc., the selected vendor, is the single source provider in that this is a proprietary system that is already in use in all the patrol vehicles. The department needs to remain consistent with the cameras already in use to ensure warranties are not voided and to have a standardized equipment setup in each vehicle. This is important not only for vehicle equipment installs but also for officer training and usage.
The units will be purchased through a Houston-Galveston Area Council (H-GAC) cooperative contract that was competitively bid. H-GAC works through a partnership with the Kansas City Regional Purchasing Cooperative (KCRPC), a division of the Mid America Regional Council (MARC).
Section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process. Staff recommends award to L-3 Mobile-Vision, Inc.
