Agenda Title:

18-087 - 2R. An ordinance authorizing an amended contract with the Kansas City Area Transportation Authority for the purpose of providing Inter-City bus services in and to the City of Independence, Inter-City and Intra-City paratransit services and Transit Management services for the period of July 1, 2018 through June 30, 2019 in the amount of $910,053.00, and authorizing future minor change orders not to exceed $91,000.00.
Recommendations:

Executive Summary:

The amended contract will continue transit management, inter-city bus service and inter and intra-city paratransit and senior transit services through June 2019.  It will add RideKC Freedom on demand, a new, more flexible transportation option.

Background:

On June 18, 2018, the City Council approved Ordinance No. 18901 approving a contract with the Kansas City Transportation Authority (KCATA) to provide transit management, inter-city bus (Routes 24 and 16) and inter and intra-city paratransit and senior transit services for Independence citizens.  This contract will continue those transit services through June 2019. 

 

On June 19, 2018, the City Council Transportation Policy Committee met to discuss RideKC Freedom on Demand, a new curb to curb on demand transportation option offering same day service.  This new service does not require 24 hour advance notice as is required for the current paratransit options and the service is not restricted to the fixed route service hours.  The new service offers a mobile app in which users can request and track their ride; additionally, it offers new ways to pay that includes debit or credit cards as well as paying through the app.

 

RideKC Freedom on Demand is a new service offered by KCATA; the pilot service is currently offered in parts of Kansas City, Missouri, and all of Wyandotte and Johnson counties in Kansas.

 

Through this amended contract, RideKC Freedom on Demand will be added as a new transportation option; there are no other changes to the contract.  The increase in cost for this service is $16,281.  Funds haves been budgeted to cover the amount of the contract. 


Fiscal Impact:

The Fiscal Year 2018-2019 Transportation section of the Community Development budget (4414-5220) includes appropriations to provide for this 12-month contract.
