Agenda Title:

Council action is requested to enter into a contract (393-18) with Tyndale Enterprises, Inc., for a flame resistant clothing purchase plan for the Power & Light Department. This is a one year contract with up to four, one-year renewal options. Expenditures will not exceed budgeted amounts.

Background:

Annual contracts establish set prices for services or commodities that remain in effect for a designated period of time. This allows City departments to utilize the contracts in the performance of their operations without requiring a bid process each time the service or commodity is needed.

The City of Independence, Power & Light Department (IPL) is required under its PUAB-authorized Safety Manual (APPA Safety Manual 16th Edition) and Article XIV Section 15 of the Local Union 53 International Brotherhood of Electrical Workers Agreement (approved May 18, 2015) to provide flame resistant protective clothing to all field employees potentially exposed to hazards from electric arcs.

A Request for Proposals (RFP) for a flame resistant clothing purchase plan was issued on July 5, 2018. Two companies responded to the RFP: Tyndale Enterprises, Inc. and Cintas. Each proposal was evaluated in accordance with the following criteria established in the RFP: 1) Experience and references; 2) Online ordering and account management; 3) Quality, diversity and appearance of clothing; 4) Compliance with RFP requirements and terms & conditions; and 5) Cost. The evaluation committee unanimously selected Tyndale Enterprises, Inc. as the lowest cost and best overall proposal, based on the evaluation criteria. The RFP was posted as follows:

1. Posted on the City’s website and Public Purchase.
2. Notification to two hundred one (201) potential providers of this service by Public Purchase, the City’s internet-based, e-procurement system, of which, seventy one (71) downloaded the bid document and two (2) responded to the solicitation.
