18-068 - 2R. An ordinance amending Chapter 4 of the “Code of the City of Independence, Missouri”, to require a low voltage electric permit. [Requested by Councilmember Huff]
Ordinance Number 18909 was approved by the City Council on July 16, 2018, adding a Section 4.07.029 in Article 7, “Electrical Code”, of Chapter 4 of the “Code of the City of Independence, Missouri, which created low voltage permitting requirements. This ordinance amends the new regulations to clarify that a permit shall only be required in residential settings for the installation of hard wired security systems.
At its July 16, 2018 meeting, the City Council adopted low voltage electric permitting requirements. As stated in that meeting, the ordinance that was passed created permitting requirements for both residential and commercial applications.
As stated in that Council meeting, the intention of this ordinance was to apply to commercial projects, but further apply to the installation of security systems in residential units. The reason for this ordinance to apply to security systems in residential units is due to the fact that over 50% of alarm calls in Independence are false alarms due to faulty installs of the low voltage equipment. This proposed amended ordinance clarifies that a permit shall only be required for the installation of hard wired security systems. All other low voltage wiring, in residential applications, would not require a permit for installation under this amended ordinance.
