The Employee Assistance Program provides City employees and their benefit-eligible dependents confidential counseling service for issues they face at work and at home, such as marital and relationship issues, family concerns, stress, anxiety, depression, drug and alcohol concerns, work related issues, legal referral, financial referrals, and other personal problems.
The City’s Consultant for Human Resources, Lockton, issued a Request for Proposals (RFP) for this service on April 30, 2018. Five proposals were received in response to the RFP from Alternatives, CuraLinc Healthcare, New Directions, Optum, and St Lukes–Lifewise.
The proposals were reviewed by an employee committee, based on the evaluation criteria in the RFP: responsiveness to the specifications, experience, and reliability; expertise of personnel; convenience of locations & hours of operation; method of payment; and costs. All the proposals received were considered to be responsive, although Optum was not considered to be competitive based on the following services not included in their proposal: follow-up services, employee training hours, Department of Transportation Training, open enrollment support, fit for duty evaluations, client satisfaction surveys, and dedicated account management.
The other providers offered comparable services to the current EAP plan including short-term counseling for a variety of issues, six sessions with a counselor, referral services, legal and financial consultation, follow-up services, 24/7 help line, website, EAP literature/communication, employee/management training, open enrollment support, reporting, formal management referrals, critical incident counseling, and therapist qualifications.
The review committee is recommending CuraLinc Healthcare as the Employee Assistance Provider for the City of Independence effective October 1, 2018 – September 30, 2019 with four one year renewals. Curalinc overall meets and provides comparable services to Alternatives, the current EAP provider, with the addition of eight more annual management and employee training hours. CuralLinc provides a larger network of providers for the area, and selecting CuraLinc would result in a three year costs savings of $12,042 as compared to the Alternatives cost proposal.
