18-769 - A resolution allocating $50,000.00 of Council Goals funds for professional services related to mixed-use development of the former Rockwood Golf Course. [Postponed from July 16, 2018 Council Meeting.]
Council goals funding is requested for professional services related to the undeveloped north end (approximately 40 acres) of the former Rockwood Golf Course.
The City recently acquired the former Rockwood Golf Course site at 2400 S Maywood Ave. in Independence. A lease agreement was executed with MC Power for the development of a solar energy generation farm on the southern portion of the site, leaving the northern portion of the site (approximately 40 acres) available for redevelopment. Funding is allocated in the FY18-19 budget to demolish existing buildings and deteriorated surface parking lots on the site, but currently there is no plan in place for future maintenance or development.
BNIM is an architecture firm on the City's pre-qualified architecture and engineering contractor list. The firm has an emphasis on sustainable architecture including expertise in LEED design and building performance. Due to the CIty's goal to become the greenest city in America and the proximity to the solar farm, it was determined that BNIM would be a good consulting partner to assist with future development at Rockwood. BNIM submitted a proposal to gather City input and market data and design two concepts for potential build out of the Rockwood site. BNIM will then market the concepts to prospective developers and refine the options for final recommendations. Based on conversations with developers, BNIM will recommend a direct negotiation or a Request for Proposals (RFP) to identify the right private partner to execute a vision for the site that is compatible with the neighborhood. Additional information is included in the attached draft agreement and scope of work.
As of July 1, 2018, $100,000 was available in Council Goals funds from the current budget. Funding from all prior years was expended. If this request is approved, the remaining balance of $50,000 would be available for future needs throughout the year.
