Staff seeks direction from City Council regarding modifications to the local preference policies in the Procurement Manual. 
Executive Summary:

Assistant City Manager and Acting Finance Director Lauren Palmer will present an overview of current policies in the Procurement Manual. Questions were raised by City Council about local preferences and contractor qualifications during public discussion of two recent contract awards. The Council directed staff to prepare an updated local preference policy for further review. Additional information will be presented to explain the process that staff uses to evaluate the qualifications of bidders for public improvements.
