Executive Summary:

This resolution directs the City Manager to update policies related to the consideration of economic development incentive and the formation of special taxing jurisdictions to require developers to include strategies to deal with litter and trash cleanup, walkability, and security in their proposed project areas.
Background:

In 2018, the City Council passed a resolution declaring its commitment to establishing the City of Independence as the Greenest City in America.  One strategy to make this a reality is to utilize the leverage offered through the consideration of various economic development incentives and the creation of special taxing jurisdictions.  By requiring developers to implement solutions targeting trash and litter clean up, encouraging walkability with sidewalks and other pedestrian amenities, and including certain security considerations within a development those goals can be progressed.
