18-053 - 2R. An ordinance approving the 2018-2019 Annual Action Plan for Program Year 44, Annual Action Plan for the CDBG and HOME Programs, authorizing applications to the Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program Year 44 and the Home Investment Partnerships Act (HOME) Program Year 24; authorizing execution of a written agreement and acceptance of CDBG and HOME Program funds under the Housing And Community Development Act of 1974; and making the necessary appropriations.
Staff recommends approval of this item.
The City is anticipating that the Department of Housing and Urban Development will make available $829,993 in Community Development Block Grant (CDBG) Program funds and $513,941 in HOME Program funds to support housing and community service programs during the 2018-2019 fiscal year.
This ordinance approves the Independence CDBG and HOME Programs Annual Advisory Committee’s recommendation regarding the projects to be funded during the action plan year, authorizes the City Manager to make application to HUD for the available funds and execute a written agreement for the expenditure of these funds, and allows for the necessary appropriations to be made.
The City of Independence is entering its 44nd year as a CDBG Entitlement community designated by the U.S. Department of Housing and Urban Development (HUD); and it's 24th year as a HOME Program Participating Jurisdiction (PJ). As an Entitlement/PJ, the City is eligible to receive a portion of the annual federal allocation to the CDBG and HOME Programs as determined through formula calculation.
$829,993 in Community Development Block Grant (CDBG) Program funds and $513,941 in HOME Program funds from the U.S. Department of HUD, to be appropriated as follows:

- Housing - Property Maintenance Code Compliance $195,000.0
- Public Facility Improvements (College Avenue streetscape improvements) $344,495.45
- Public Services (social services and housing programs) $124,498.95 (15% of allocation)
- Program Administration $51,394.10
- Community Housing Development Organization (CHDO) $77,091.15
- CHDO Operating Funds $25,697.05
- Single & Multi-Family Housing Projects $359,758.70
