18-050 - 2R. An ordinance authorizing a contract With Truman Heritage Habitat for Humanity for the administration of a home repair program for low and moderate income homeowners utilizing 2017-18 Community Development Block Grant (CDBG) funds in an amount not to exceed $100,000.00.
Staff recommends approval of this ordinance.
The City receives Community Development Block Grant (CDBG) funds annually from the U.S. Department of Housing and Urban Development (HUD) to address the unmet needs of the low and moderate income community. Home repair services for homeowners is a priority need identified in the City's 2017-2021 Consolidated Plan. This ordinance authorizes the City to execute a sub-recipient contract with the Truman Heritage Habitat for Humanity to provide a home repair loan program for qualifying low and moderate income homeowners.
Truman Heritage Habitat for Humanity, an eligible sub-recipient, is being recommended for an award of Community Development Block Grant Program in an amount not to exceed $100,000 to assist with administration of its Home Repair Program. The Home Repair Program will provide home repairs, including weatherization and roof replacements, which are critical for continued occupancy to low and moderate income homeowners, a ‘High’ priority need identified in the 2017-21 Consolidated Plan.
It is anticipated that Truman Heritage Habitat for Humanity will be able to assist approximately 10-15 Independence households with needed home repairs made possible through a no-interest loan to the homeowner, leveraged with a significant amount of volunteer labor, in-kind donations, and sweat equity. Loans will be administered by Habitat and loan proceeds will be reinvested in Independence Home Repair Program projects, providing for the long term sustainability of the program.
$100,000.00 will be utilized from 2017-18 Department of Housing and Urban Development CDBG Program funds. Funding for Home Repair Programs were allocated as part of the 2017-18 Annual Action Plan by Ordinance 18772 in July, 2017.
