18-054 - 1R. An ordinance authorizing and directing the City Manager to enter into an agreement with Wilson Homes and Construction, LLC to convey real estate for residential development.

Staff recommends approval of the ordinance.

Executive Summary:

This ordinance authorizes the transfer of property from the City of Independence to Wilson Homes and Construction LLC.  In order to ensure the highest and best use for this property in the future the City issued a Request for Proposal (RFP) in March 2018 to convey the property for a project that would result in infill residential development to complement the surrounding neighborhood.  Wilson Homes and Construction LLC was the sole respondent to the RFP.  The developer proposes to build five (5) single family residences on the 0.95 acre site.


This property was originally platted as Central Court, Lots 1-7.  The City has owned and maintained the property for many years and has no further need for the property.  The area is a mix of single family homes, duplexes and multi-family homes. 


In March 2018, the City issued the Development of Surplus Property for Sea Avenue and Hocker Property Request for Proposal.  A single response was received from Wilson Homes & Construction LLC with the intent to develop single family homes on the property.


Wilson Homes plans to divide the property into 5 lots (each will be approximately 68 feet wide) and construct a 1,200 square foot single family residence on each lot.  The developer plans to have the 5 homes constructed by April 2019.
