Cold mix asphalt concrete is used for a temporary patch or repairs, until the permanent repair can be completed, at locations where a water main break or other damage has occurred to paved road surfaces.
Price agreements establish set prices that remain in effect for a designated period of time. This allows City departments to use the agreements in the performance of their operation without requiring a separate bid process each time a service or commodity is required.
The Procurement Division issued an Invitation to Bid (ITB) to establish price agreements for cold mix asphaltic concrete on April 27, 2018. The ITB was published on the City's website through Public Purchase, the City's e-bidding provider, which notified 11 potential bidders; 5 accessed the ITB.
The ITB solicited bids for three types of asphaltic cold mix: fine asphaltic cold mix, 3/8” unimix cold-mix, and premium patch cold-mix. Bids were received from Vance Brothers, Inc. and Carter-Waters on the bid opening date of May 11, 2018.
Carter-Waters provided the only bid for fine asphalt cold-mix concrete. Vance Brothers provided the lowest bid for unimix and the only bid for the premium patch cold mix. Both bidders met the minimum requirements of the ITB. Staff recommends award of contracts to both bidders. The departments will order from the vendor that can provide the best product at the lowest price and satisfy job time constraints. The City has received quality product and service from both vendors.
