Executive Summary:

This resolution directs the City Manager to update the City’s economic development incentive policies to require developers seeking incentives to include solutions to address litter and trash cleanup, walkability, and security in their proposed projects.
Background:

In 2018, the City Council passed a resolution declaring its commitment to establishing the City of Independence as the Greenest City in America.  One strategy to make this a reality is to utilize the leverage offered through the City’s various economic development incentive programs.  By requiring developers to implement solutions targeting trash and litter clean up, encouraging walkability with sidewalks and other pedestrian amenities, and including certain security considerations within a development those goals can be progressed.
Emergency Justification:

N/A


Fiscal Impact:

There would be no direct fiscal impact to the City and would require the developer to address these issues within a project before incentives are negotiated by staff and approved by council.
