18-037 - 2R. An ordinance approving a preliminary development plan for Tybrook Estates located generally north of E. Truman Road and west of S. Powell Road at 600 S. Powell Road.

The motion passed with a recommendation for approval to be forwarded to the City Council for consideration.  Staff recommends approval.

Executive Summary:

Jim Pollard requests Preliminary Development Plan approval for the duplex portion of Tybrook Estates to consist of 20 duplexes (40 units) and seven tracts.  The subdivision will be built in two phases.  The first phase (of the duplex portion), abutting the S. Powell Road right-of-way, will contain 15 duplexes (30 units).  The second phase, to the west, will contain 5 duplexes (10 units).  The duplexes will all set on Lot 81.

Background:

Being a Planned Unit Development (PUD), the duplex portion of the development will be governed according to a Final Development Plan, which will regulate setbacks, façade, parking lots, landscaping, common spaces, etc.

The entire development (duplexes and single-family homes) will include thirteen tracts (common spaces).  Responsibility and ownership of the tracts will be divided between two homes associations, one for the single-family portion and one for the duplex portion.

Tracts A through G will be in the PUD portion of the development.  Tract G, along the S. Powell Road right-of-way will be for landscaping and an entry sign.  Tracts C, D, E and F are islands in cul-de-sacs.  Tracts A and B are drainage basin areas and buffers.

Details concerning landscaping, screening and building aesthetics for the PUD portion will be specifically dealt with in the Final Development Plan and CC&R’s.  An elevation, floor plan and photographs of sample homes are included with this application.

 

Planning Commission Action:  At its April 24, 2018 Planning Commission meeting, the motion for approval passed 5-2, after consideration of the following facts:

 

1.      That, the Preliminary Development Plan is consistent with the review criteria listed in Section 14-703-05 of the City Code;

2.      That, at the Planning Commission hearing, no one spoke in opposition to the plan;

3.      That, the homes associations for the PUD and the single-family portions of the development will share responsibility for the drainage basins in Tracts A, B and K;

4.      That, details concerning landscaping, screening and building aesthetics for the PUD portion will be specifically dealt with in the Final Development Plan and CC&R’s;
