Commissioner McClain made a motion to recommend approval of the Preliminary Plat at 840 S. Powell Road.  A second to the motion was made by Commissioner Ferguson. The City Planning Commission voted as follows:

The motion passed with a recommendation for approval to be forwarded to the City Council for consideration.  Staff recommends approval.

Executive Summary:

Jim Pollard requests Preliminary Plat approval for Tybrook Estates to eventually construct 80 single-family residences and 20 duplexes (40 units).  The subdivision will be built in two phases.  The first phase (Final Plat), abutting the S. Powell Road right-of-way, will contain 45 single-family lots with 15 duplexes (30 units).  The second phase, to the west, will contain 35 single-family lots 5 duplexes (10 units).  The single-family homes will set on individually owned lots.  The duplexes will all set on Lot 81.

Background:

The development will include thirteen tracts (common spaces).  Responsibility and ownership of the tracts will be divided between two homes associations, one for the single-family portion and one for the duplex portion.

Tracts A through G will be in the PUD portion of the development, the remaining tracts will be in the single-family neighborhood.  Tracts G, H and J, along the S. Powell Road right-of-way will be for landscaping and entry signs.  Tracts C, D, E and F are islands in cul-de-sacs of the PUD portion.  Tract L is open space in the single-family residential section.  Tracts A, B and K are drainage basin areas and buffers.

The applicant has identified the portion of the development within Tract K as being in the Stream Buffer Ordinance area of a 1st Order Stream.  On site detention, for both the single-family residential and duplex portions of the development, will be located on Tracts A, B and K.
