Compensation Study Report


This presentation is for informational purposes only. The results of the study will assist in negotiating future collective bargaining agreements with represented employees, and all work agreements must be adopted by the City Council. The Human Resources Department is using the study to prepare a new version of the non-represented pay plan for future review and adoption by the City Council. Updated job descriptions are also being documented based on job surveys that were completed during the study. 
Executive Summary:

A Request for Proposals for a Classification and Compensation (Market Pay) Study was issued by the Procurement Division on March 28, 2017.  The purpose was to hire a firm to conduct a comprehensive compensation and classification study of jobs in the City of Independence government, creating a credible Classification & Compensation Plan.  In August, Council approved a recommendation to issue a purchase order to Gallagher Benefit Services, Inc. for a Classification and Compensation Study.


Gail T. Meriweather of Arthur J. Gallagher & Co., will present a summary of the city-wide compensation study. The presentation will cover a summary of the activities, results, and recommendations of Gallagher Benefit Services, Inc. (GBS) in the design and implementation of a salary administration program and employee benefits analysis for the City of Independence. In developing the salary administration program three objectives were met: internal equity, external competitiveness, and ease of administration.
