Agenda Title:

Approval is recommended to amend the Schedule of Fees for the City of Independence related to animal control and lodging permits, to be effective February 6, 2018.


Staff recommends approval.

Executive Summary:

The City's Schedule of Fees sets the amount to be charged for various City services other than those set forth in the City Code or established by separate ordinance or resolution. As required by the Missouri State Constitution, the revenues generated from the proposed fee amendments do not exceed the cost of providing the service. Moreover, these fees have been compared to surrounding municipalities to ensure they are in line with regional averages. Additionally, the amendments proposed adjust permit fees to coincide with the revisions of City Code Chapter 3 and Chapter 11.


On December 4, 2017, City Council passed ordinance 18834, which revised City Code Chapter 3. Those changes include a new permit type for a Commercial Animal Establishment, Performing Animal Exhibition, and Dangerous Dog. Currently, these permit types are not listed in the Schedule of Fees and must be added.


During the fee review, it was also determined that the Lodging permit fee should be modified and an After-hours Reinspection fee for Permitted Establishments should be added to be more in line with regional standards. These changes will divide the Lodging permit fee into two types based on the number of rooms in the establishment and allow a mechanism for reimbursement of staff time to re-inspect facilities after-hours.

Fiscal Impact:

The proposed amendments would generate an estimated $4550 of additional revenue.
