Price agreements establish set prices that remain in effect for a designated period of time. This allows City departments to use the agreements in the performance of their operations without requiring a solicitation process each time a service or commodity is required.
There are currently (40) forty separate logos in use by City departments used in a number of marketing efforts. The objective of this project is to contract with a creative, energetic, experienced firm to create a brand story that will assist the City in establishing a clear identity that resonates throughout the community as a pleasant place to live, work and play. The focus is to develop a branding and marketing campaign that outlines the long and short-term goals to ensure the City’s new brand identity is sustainable and deliverable across a variety of departments, programs, and services.
The Procurement Division issued a Request for Proposals (RFP) for Branding services on October 10, 2017. The RFP was published on Public Purchase, the City’s e-bidding system. Notices were sent to 135 potential respondents and 32 accessed the RFP. Responses were received from 14 firms by the November 8, 2017: Q+M, Avant Marketing Group, ChandlerThinks LLC, Clear Entertainment and Marketing Group LLC, Eisenberg and Associates, Hoot Design Co., Lundmark Advertising + Design, Lynchpin Ideas LLC, Native Digital, North Star Destination Strategies, Pat Davis Design Group Inc., Sage Communications, Shockey Consulting Services LLC, and Trozzolo Communications Group.
An evaluation committee comprised of City personnel from the City Manager’s Office, the Power and Light Department, the Community Development Department, and the Parks/Recreation/Tourism Department evaluated the proposals. The evaluation criteria were: 1) evidence of experience and references with similar projects, 2) expertise of the Expertise of firm /provider personnel, 3) project understanding, and 4) responses to requirements section and project narrative 5) price.
The committee interviewed the five highest scoring firms: ChandlerThinks, North Star Destination Strategies, Lynchpin Ideas, Avant Marketing Group, and Trozzolo Communications Group. ChandlerThinks received the highest aggregate score. Firm has extensive expertise in projects of similar backgrounds. They have worked with a community that was home to a US president, has Civil War history, and they understand that we are unique in our City’s history. ChandlerThinks provided a clear understanding of our goals for this project. Staff contacted references on ChandlerThinks to confirm demonstrated capability to provide services requested and received 100% positive responses.
The evaluation committee recommends ChandlerThinks for award of contract.
A resolution will be brought forward by Council at the next meeting appointing members to the Brand Steering Committee.
