The City of Independence owns and operates the Courtney Bend Water Treatment Plant (Facility) located in Sugar Creek, MO providing drinking water for the City of Independence and surrounding communities. The Facility currently receives electric service from Kansas City Power & Light (KCPL). The Facility is served via multiple primary metering points and the Water Department owns, operates, and maintains the electric distribution facilities beyond the KCPL primary metering points.
City Council approved Resolution 6248 in September 2017 directing the City Manager to seek future opportunities to acquire electric service rights and to further analyze and study the feasibility of transferring service rights to the Power & Light Department's (IPL) electric distribution system. The IPL system is fully capable of providing electric service to the Facility, although substantial and costly system modifications would be needed to accommodate the cutover. In addition, state statute is very specific about the assignment of electric service boundaries.
At the January 22nd City Council Study Session, staff will present an analysis illustrating the economic impact to IPL and the Water Department and an overview of legal aspects associated with the City’s potential acquisition of electric service rights for the Courtney Bend facility.
